Assistance and care
The basis for entitlement to subsistence allowance and other rights arising from social welfare, was found in the amount of HRK 400.00 decision of the Croatian Government (OG 1.21). 

Allowance for care and assistance may be granted to a person: 

· Which is due to physical or mental disability or permanent changes in health status or age because serious need of assistance and care of another person, it alone can not meet basic needs, 

· If allowance for help and care can not be achieved on other grounds, 

· If the average monthly income per family member does not exceed 200% of the base determined by the Croatian Government (£ 800.00), or if a single person income does not exceed 250% above the base (1,000.00) in the previous three months ago month in which the application was made, or proceedings ex officio. 

Assistance and care under these conditions shall be granted to a person who, because of temporary changes in health status or physical disability, serious need of assistance and care of another person. 

The right to assistance and care for the full amount, even though the per capita household income, or income of a single person, more than the specified income has: 

· Severe physical or mental disability, 

· Harder mentally ill person, 

· Persons with severe long-term health condition, 

· Blind, deaf and deafblind persons who are unable to live and work independently. 

The right to assistance and care at a reduced amount, even though the per capita household income, or income of a single person, more than the specified income has: 

· A person fully deprived of legal capacity if there is no serious physical or mental impairment or severe mental illness or a severe permanent changes in health status, 

· Blind, deaf and deaf-blind person who is capable of independent life and work. 

Allowance for care and assistance is granted in full or reduced amount, depending on whether there is an urgent need of assistance and care of another person in full or reduced in volume. 

The urgent need of assistance and care of another person to the full extent exists when a person due to permanent changes in health status alone can not meet their basic living requirements because it can not, even with the help of orthopedic devices move independently in an apartment outside the apartment, taking food, dress and undress, maintain personal hygiene, as well as perform other basic physiological needs. 

The urgent need of assistance and care of another person in a reduced scope exists when a person due to permanent changes in health status can not fully meet their basic living requirements, because it can not move independently outside the apartment to purchase basic necessities and health care use. 

The urgent need for temporary help and care in full or reduced in volume exists when a person because of temporary changes in health status or disability can not meet their basic living requirements. 

Allowance for care and assistance is: 

· The full amount of 100% of the base (£ 400.00) 

· The reduced amount of 70% of the base (£ 280.00). 

The user which is secured permanent or weekly accommodation in accordance with the Law on Social Welfare is not entitled to assistance and care. 

The right to assistance and care for a child whose parent does not have to take maternity leave or up to seven years of age to care for that child. 

A person whose parents have the right to work half-time by special regulations may be entitled to assistance and care at a reduced amount.
